2016考研英語(yǔ)比較新時(shí)文泛讀：難民在歐洲

　　今天的2016考研英語(yǔ)時(shí)文泛讀來(lái)自2015年9月12日的《經(jīng)濟(jì)學(xué)人》，講到目前全球普遍關(guān)注的難民在歐洲的情況。本文觀點(diǎn)認(rèn)為：歐洲應(yīng)當(dāng)歡迎更多的難民和經(jīng)濟(jì)移民——這就是為了世界也是為了自身(Europe should welcome more refugees and economic migrants—for the sake of the world and itself)。來(lái)看一下具體內(nèi)容：

　　For too long Europe has closed its eyes to Syria's foul and bloody civil war, and tried to keep the suffering multitudes out. Suddenly the continent's gates have been pushed open by two political forces. One is moral conscience, belatedly wakened by the image of a drowned Syrian child on a Turkish beach. The other is the political courage of Angela Merkel, the German chancellor, who told her people to set aside their fear of immigrants and show compassion to the needy.血腥混亂的敘利亞內(nèi)戰(zhàn)，這是歐洲長(zhǎng)期以來(lái)都不愿面對(duì)的問(wèn)題。曾經(jīng)多次歐洲試圖將飽受戰(zhàn)爭(zhēng)苦難的難民拒之門(mén)外。但是比較近歐洲大陸的大門(mén)突然被兩股力量推開(kāi)了。一個(gè)是土耳其海灘上一名被淹死的敘利亞兒童的影像，一個(gè)是德國(guó)總理默克爾，她告訴民眾將對(duì)移民的各種擔(dān)憂放在一邊并對(duì)需要幫助的人展示出同情心。

　　Tens of thousands of asylum-seekers flowed towards Germany by rail, bus and on foot, chanting “Germany! ”, to be welcomed by cheering crowds. Germany is showing that old Europe, too, can take in the tired, the poor and the huddled masses yearning to breathe free. It says it can absorb not thousands, but hundreds of thousands of refugees.成千上萬(wàn)的移民涌向德國(guó)，他們乘坐火車(chē)、汽車(chē)或步行，口中高喊著“德國(guó)”，也受到了德國(guó)人民的熱情歡迎�？磥�(lái)，歐洲大陸也能夠接收苦難中的人以及渴望著自由呼吸的擁擠人群。德國(guó)稱，它能夠并且愿意接受更多的難民。

　　Such numbers will inevitably raise many worries: that cultures will be swamped by aliens, economies will be overburdened, social benefits will have to be curbed and even that terrorists will creep in. Anti-immigrant parties have been on the rise across Europe. In America, too, some politicians want to build walls to keep foreigners out.這種局面自然也帶來(lái)許多擔(dān)憂，隨著移民越來(lái)越多，德國(guó)民眾面臨著文化被陌生人淹沒(méi);經(jīng)濟(jì)負(fù)擔(dān)加重，社會(huì)福利削減等一系列的危險(xiǎn)。反對(duì)移民的政黨也在歐洲崛起。在美國(guó)，甚至有一些政客想建造政治圍墻，把外國(guó)難民拒之門(mén)外。

　　Yet the impulse to see migrants as chiefly a burden is profoundly mistaken. The answer to these familiar fears is not to put up more barriers, but to manage the pressures and the risks to ensure that migration improves the lives of both immigrants and their hosts. 當(dāng)然，把難民純粹的看成是一種負(fù)擔(dān)，這樣的想法是非常錯(cuò)誤的。我們需要做的不是豎起了更多的政治壁壘，而是管控壓力、降低風(fēng)險(xiǎn)，以確保難民既能改善自身生活，也能促進(jìn)東道主國(guó)家經(jīng)濟(jì)的平穩(wěn)發(fā)展。

　　總之，在大多數(shù)人眼中，歐洲大陸的富有生活具有一種強(qiáng)大的吸引力。據(jù)估計(jì)，全世界共有5950萬(wàn)難民(refugees)和背井離鄉(xiāng)之人(displaced people)。歐洲沒(méi)有能力將這所有人都接受下來(lái)，但是各國(guó)政府應(yīng)該對(duì)難民抱有接受的態(tài)度。因?yàn)閺娜祟惖倪w徙史來(lái)看，難民形成了讓他們的東道主富裕起來(lái)的活力社區(qū)的例子可謂是不勝枚舉，例如：猶太人、亞美尼亞人、越南人等等。德國(guó)的歡迎文化，無(wú)論是從道義上來(lái)說(shuō)，還是在經(jīng)濟(jì)和政治層面，都是正確的，國(guó)際社會(huì)應(yīng)該向德國(guó)學(xué)習(xí)�？佳袕�(fù)習(xí)貴在堅(jiān)持，文都教育與你同在!
